Your Complete Guide to NDPA’s Drowning Prevention Strategy

By Goldfish Swim School, Aug 2024

Drowning remains the leading cause of death for children aged 1 to 4, and rates have been increasing for the first time in decades. Goldfish Swim School has partnered with the National Drowning Prevention Alliance (NDPA) to help change this statistic.

The NDPA outlines the 5 Layers of Protection, an effective strategy to enhance safety in and around water. Here’s how:

Barriers & Alarms
Barriers and alarms are crucial in preventing unauthorized access to water. Did you know that 70% of young children’s drownings happen during non-swim times?

      • Fencing: Use 4-sided isolation fencing to secure the pool area, preventing access from inside and outside your home. Ensure the fence is tall and made of non-climbable material, with gates self-closing and self-latching.
      • Covers: Safety covers should meet industry standards and be maintained regularly to prevent children or pets from accessing the pool.
      • Alarms: Installing alarms on windows, doors, or gates can alert you when someone enters the pool area. Pool surface alarms provide an extra layer of safety, sounding immediately if the pool is entered.

Supervision
Constant supervision is key. 88% of child drownings occur when an adult is present but not actively supervising.

      • Ensure an adult is within arm’s reach of children when they are near water (“touch supervision”).
      • Designate a “Safer Swimmer Guard” to monitor the water area without distractions.

Water Competency
Swim lessons significantly reduce drowning risk by up to 88%.

      • The American Academy of Pediatrics recommends lessons from as early as one year old. Consistent year-round lessons help build muscle memory and water safety instincts.

Life Jackets
Life jackets are essential for all water activities, regardless of swimming ability.

      • Only use Coast Guard-approved life jackets, ensuring they fit correctly and have multiple secure buckles. Avoid using unapproved devices like water wings.

Emergency Preparation
Emergencies are unpredictable. Knowing how to respond can save lives.

      • Keep a landline or accessible phone near water areas for immediate 911 calls.
      • Maintain rescue equipment like life preservers and first aid kits.
      • Training in CPR is vital for parents and caregivers to respond effectively.

By implementing five layers, you create a comprehensive safety net that protects children around water. For more resources, download Goldfish Swim School’s free checklists and visit NDPA’s website.
